$$$ for Transfer Players from Lower Leagues Out of Line

I posted in the general discussion, but in short, I was looking to make a few transfer requests. Other rival teams with whom I'm vying for end-of-season playoff positioning in my league (Czech Chance Liga) are able to acquire well-rated players with good stats from within my league for far cheaper than transfer amounts from teams requested for players in lower leagues in which I might be interested. It seems way out-of-whack when lower level teams are asking over 6 figures (US). Also, when I meet their offer, the offer is still rejected. See link:

Further, I can't make any transfers. I've tried again this evening....offering almost double just to see what would happen...and nothing happened but "we want x for Mr. Y...." Something's buggy that I can't make any transfers.
