How effective or important is the secondary role?

I am trying different pitching strategies and was wondering about the significance of the secondary pitching role? If the AI sees that a setup pitcher is needed and there is not one available does it look towards the secondary role or just randomly throws in another bullpen pitcher?

great question. I plan my rotation thinking secondary plays a role.
