The *Country Name* Hockey Association will not approve transfer due to his young age?

I'm not sure if this is bug or not? So I can't acquire young players from any country (When I'm using Transfer Offer and got accepted.). I think it should not be like this? Example in real life in Liiga there have been Jakub Skarek 18yo, Stanislav Vrhel 17yo, Lukas Dostal 17yo. And I can't get young promising players from Romania, Croatia, Lithuania, Finland, Czech. I think this same happening with all of countries?

So Romania Hockey Association thinks Romanin junior league is better place to get their maybe future NHL caliber player to play than HockeyAllsvenskan or SuperElite (SWE U20)?
