How does a team that finishes first not get promoted?

In my gold league, one of the worst teams had finished first the previous year stayed in gold to "compete" again. How could the 1st place team in gold not get promoted to diamond? This team is now the worst team in the league so I'm assuming it will get relegated to Silver but who knows.

Promotion to diamond from gold I think requires a divisional round win. They lost in the divisional round, so they were not promoted. Happened to one of my teams last week. Best record in the league, lose in divisional round.
