Expansion Draft date

This is related to the save '1917 Portland - Oakland'.

I have done a few expansion drafts in this game and each time I noticed that the expansion draft day/month cannot be scheduled for an earlier date than the previous draft.

e.g. the first draft for Oakland was on July 20th 1917. So the next expansion draft, regardless of year, cannot be prior to July 21st etc....

As the game goes on the expansion drafts must be held later and later in July.

Edit: I've not held a draft in August yet, so no idea what happens then.
Edit 2: Probably related to the generation of the drop-down date menu....

Yeah, looks like it's not resetting the earliest possible date every July 1 like it should be, we'll fix that.
