Salary cap question

Not really familiar with salary cap rules.
Why do clubs have different team salary caps?
Like, in my save in NHL some teams have cap ~$85 millions while other clubs have ~$81 millions.
In KHL there is a club with $17 millions cap, while others have close to $15 millions.

I can't speak for the NHL and I'm not entirely sure about how the KHL salary cap is coded in the game, but I guess that most of the "odd" numbers are tied with injury-listed players. At least in the KHL, but it's just a guess.

There's a difference between the Salary Cap and Team Budgets.

Is that what you're seeing?

Otherwise, the NHL has a Salary Floor and a Cap. While some teams operate close to the cap (see: Toronto, Tampa) other teams, like Ottawa are much more near the Salary Floor.

Thanks for the replies! What I mean is this:
On the NHL rules page salary cap is $81.500.000.
Blackhawks have team salary cap $87.163.730 (more than $81,5 mil)
Penguins have $81.590.221 (less than Blackhawks by almost $7 mil)

HK Sochi is a curious case. Club's budget is $7.560.000, KHL cap is $15.000.000, yet HK Sochi team salary cap is $19.660.765.

These numbers are confusing, can't really understand what Team salary cap means and why it differs so much.

Okay, so I'm not at my laptop right now, but what I'm pretty sure that refers to is the team's internal cap for what they're willing to spend. The best example I can give right now is the Tampa Bay Lightning in real life NHL. While the cap is the same for every team, Tampa Bay playing in the playoffs right now is about 17 million dollars over the cap. Why? Due to long-term injury reserve and having players come off after the regular season when the cap penalties end. Long-term injury reserve allows you to store extra cap money essentially on players who aren't playing, but teams still have internal cap situations they need to deal with. That's what that suggesting I believe.
