Signing Not Possible Message (free agent)

When I try to offer a contract to this player (Zhao Shengqing), I got a popup message simply saying "Signing not possible" but no explanation why.

This player was on my farm team, now is a free agent.

-I'm playing NHL/Standard game (Penguins)

- Under the contract screen, the "offer contract" isn't even an option in the drop down box like usual, only when I right click on his name do I get the option to "Offer Contract"

-there is nothing listed under his contract/rights section

-looking at edit screen, current team and contracted to both say free agent

-he's 24 and from Taipei

Not sure if the last one is a factor, but I have no clue why I can't even offer a contract - I've never run into this message before.
I did see a message about being able to sign certain players during certain times of the year but the popup message told me why I couldn't sign the player, but not this message.

Anyone run into this before? Thanks.

edit: I simmed part of the season and went to look and he signed with the Western Canadian league. When I sent him an offer it said I didn't have the rights to him. Then I noticed in the edit screen, all of his rights was set to "none".

I'm not sure if that was a bug or maybe I just don't understand why it says "none" for all leagues?

Could you upload that save? I can probably figure out from that what exactly is making him behave that way; that's normally something you'd only see under a few limited circumstances, like trying to sign a player from a North Korean team.

as a side, I tried to set his NHL rights to "free" but when I made an offer, he responded with his terms but the "submit offer" button was not clickable. I put his NHL rights back to "none" like it originally was.

I think I see the problem, Taiwan's not set as an IIHF member in the database, which is doing odd things to the signability of their players in leagues with drafts. I'll fix that.

On top of that, he seems to be the product of a player generation error that's broken his ratings, we'll have to take a look and see how that happened.

Edit: looks like I was wrong on the first part, Taiwan is in there correctly, just in a place on the list I didn't expect. So it may be related to the generation problem, going to investigate that further.

Edit again: I think I found it, math error in the Taiwanese player quality tables that's resulting in 0.3% of their players being generated with completely broken data.

I was wondering why it said Off 20, Def 2, and Major Role as a defensive Defenseman.(but did you see the stats he put up in the AHL? lol)

What do I do on my end to fix it? Are there certain stats I should put in for him or is better to leave him be?

and is this something that will be fixed for FHM7 or just FHM8 (seems like 0.3% is pretty rare chance of it happening)

I think this is happening with Singapore player as well.

Yeah, I just did a check and it looks like there were a handful like that, I'll get them fixed.
