players waiving their NTC/NMC formula

what is the formula for players waiving NTC/NMC? there has to be a method behind it? but i cant seem to crack it even modifying players.

In my experience, whenever I try to trade them to a team that is rebuilding or is not predicted to do very well in the season, they always block the trade. But then when you try a trade with a stronger team that is seen as "balanced" or a Cup contender, the player accepts without a problem. Makes sense I guess, as the player prefers to play on a winning team with a bigger chance of winning trophies.
