#99 should be League retired, it isn't
I can give my players also a #99.
As i know, it is league retired, isn't it? |

Btw. couldnt be there also such option in the game? If some guy makes a truly remarkable league career (not only NHL), that his number will be retired league wide.

99 is retired by all the NHL teams in the game, as it's supposed to be.

But in my game, i can use it. When i think about it, its maybe because i created Seattle as an expansion team. Could it be possible?

That's why, it's an expansion team. You'd have to add 99 to the retired list via team editing, there's an option there to add more retired numbers.
