Unable to find set commissioner mode

I'm starting new live and I'm not seeing commissioner mode options. Can you help?

Attempted to post image here but maybe it doesn't show image right away.
I start new live. Go to Manager Options, click the Role drop down and Commish is not available. I thought this is where it is based on the documentation?

There's the role drop down menu, then a paragraph, then a check box for commissioner
