Historical league problems...just doesn't work!

I have tried multiple times to run a historical league up to the 2021-2022 date so I can add my Seattle Kraken team. It flat out doesn't work and does not allow for any of the editing the game says.
1. When the appropriate year comes teams that should be added such as the Vegas Golden Knights then later the Seattle Kraken are not added even though the Historical expansion is selected.
2. Again, following the game directions which say on July 1st of each year the commissioner (me) can edit the league. None of this works either.
I can have my Kraken in a league if I create a Standard league but not as part of the Historical league. FMH8 is one giant mess! I am greatly disappointed in it.

That's really odd, I had no problem adding custom teams in historical mode before.

1. Because Seattle is not "Historic", they will not automatically expand.
2. If you have Commissioner Mode on, and you can edit the league - you still can't expand? Do you have Historical Editing on?
