Zero Top Draft Picks sign with their drafted team / Can't get scouting strength above 16/20

Playing in the NHL as the Wild, just reached July 1 2026 and I've encountered 2 issues. Save was created shortly after the Current roster option was added for the first time (instead of just Opening Night).

First, for the last 3 seasons, I've noticed that every single high value pick is not being signed by the AI and becoming an UFA at age 21-22. For example, Shane Wright became a free agent, then Owen Power, now the season I'm not almost all of the major names (Braden Yager, D. MacKinnon, etc) are UFAs. On July 1, the top 10 or so UFAs ranked by ability are all former first round draft picks who were never signed by their teams.

The second, and unconnected issue I've encountered is that despite having ~40 scouts, every single scouting region is stuck at 16/20. I tried hiring 3-4 scouts in Canada, all of whom were at a minimum Great/Excellent or Excellent/Excellent, and it didn't increase the value at all. I've had the scouting bonus in my monthly finances at +1 permanently as well, so I'm investing my budget points into that.

That was an issue with earliest builds Toque, so are you now on the latest version/is it an old save?

Second, Scouting Bonus now affects your ability to get to 20/20. You need to dump everything into it to get there.

It was an older save yea, but I only noticed it happening in the last few seasons. Thanks for the heads up.

It's still an issue. In one save I've had the following players not sign with their drafted team and rights expiring just from the first few draft years:

Mason McTavish

Kent Johnson

Yaroslav Askarov

Matthew Savoie

Quinn Finley

Brayden Yager
Tyler Peddle

Matvei Michkov
Mason Beaupit

Overall it's enough to cause some issues with the fanbase. The AI and contracts requests need some fleshing out.

Is that with a new save? Looking at my last test, all of those guys except Johnson signed with their draft team, and Johnson appears to be a separate issue with the end-of-college-season signings interfering with the NHL AI.

Francesco Pinelli signed with BOS after signing two one year AHL deals with Wilkes-Barre Scranton

22/23
Matthew Seminoff (went 12th overall) rights expired
Camron Vansickle (went 22nd) signed one AHL deal with Ontario before signing with Boston
Jordan Dumais (Went 24th to Buffalo, mocked 199), was draftedf by Sorel-Tracy Eperviers of the LNAH then signed an AHL deal with the MArlies

23/24

Kalan Lind (Picked 23rd by NJD) signed with TBL after rights expired.
Ethan Gauthier (Picked 25th by NSH) signed with VAN
Justin Larose (Picked 30 by COL) also drafted by Riviere-du-Loup 3L of the NLAH AFTER signing an ELC with COL.

There are a handful of NHL prospects that get drafted by the LNAH and end up playing for their LNAH team over their NHL team after signing ELC.
