What's happening in my minors?

I'm not sure what is going on so I'm hoping you all can help. In our online league, we have the following league slash lines in AAA and AA:

American Association: .211/.282/.353
International League: .225/.299/.375
Pacific Coast League: .191/.268/.320

Eastern League: .208/.269/.342
Southern League: .198/.265/.344
Texas League: .225/.274/.367

I checked the league total modifiers but they look like what you'd expect and have been imported each season. So, what's happening?

The two things that are different from normal are:

1.) We have age caps at each minor league level. For instance, 26 years old at AA, 24 at A, 23 at rookie.

2.) I have player dev set as follows:

Batter Aging .700
Batter Dev 1.100
Pitcher Aging .800
Pitcher Dev 1.000

I dont notice anything in those that should create this environment but maybe I'm missing something? I appreciate any help y'all can provide!
