Can you select all-star rosters without playing the game?

First step it seems is you selecting the All Stars? I know there's an ability to vote for All Stars (I never use it) but when that's done do only your votes count or does the computer still get votes?

Doesn't matter which, human or AI selection. Just wondered if you can select the teams but not bother with playing the game.
