Ghost Players

"I am trying to setup my first historical scenario. I want to start a career with a manager only situation. I have tried a number of times and it works well for 1 or 2 seasons but usually by the third or fourth season I encounter the AI stuck with an error message that tells me I cannot proceed because a game between teams I have no control over do not have enough players. The error message tells me I can turn on "Ghost Players" in minor leagues. I have tried to find that setting and have struck out.

Can someone provide a clue to help me?

Game Settings Menu, Rules Menu. It's on the right hand side, right below Disable the right to refuse minor league assignment.
