Weird multiplayer arena construction bug

We've encountered a weird bug in our multiplayer league where multiple teams have suddenly started constructing the Bell Centre on august 1st, its completion date is in... 1900? This may not be a problem, if it wasnt for the fact that the construction is reflected in finances, the impacted teams cannot afford anything at all.

The file has been uploaded as "SBHLArenaBug". The impacted teams are St Louis and Tampa; additionally there is a bug with STL where, when opening the cap obligations screen, the game will CTD (tested on multiple GMs computers.

We've heard of this bug in other leagues, but we're not sure if it was ever reported.
