Firstly congratulations to OOTP
I had this game back in 2010 but never got very far because I didn’t know the basic rules of baseball. Just purchased 2023 and it guides a newbie like me really well.

So I always like to start sports management games at the lowest possible level and learn the ropes there. But I also love the GM side of the game. So my question is: Is it only MLB where you can be the GM or is it also possible to do player contracts and trades at a lower level?

Yes, you have to be GM of a major league team to control their minors. An organization has only 1 GM, he is responsible for those things throughout the organization.

You can hire an Asst GM and designate certain tasks to him, but it's the GM of the ML club that controls those things for the minors as well as the majors.

You can manage/GM teams for other major leagues too, like the KBO, CPBL if you have added those leagues into your save. Used to be able to manage in Japan but that is another story for another day.
