NTC/NMC Exemptions list

Some questions about the NTC/NMC exemptions list:

How are the exemptions list generated? Is it random or is it based on some factor like team status or team location?

Does it change over time? If so does it change at a regular interval, on particular dates or is it random?

There's a fairly long list of things that goes into the calculation - team's recent success (if that's important to the player), if it's in a country that matches one of his nationalities, its market size, the owner's financial resources, how happy the fans are at the moment, if the player has a favourite or hometown team in the NHL, etc.

It updates twice a year, on July and January 1.
