Need help with scouting

It seems like I haven't found out how to properly scout in the game. There are always prospects in the draft that has the scouting level "E" even though I have scouts in those areas where those players are playing. All of my scouts have 17 or higher on scouting for potential ability so I have no clue why not all players get scouted.

Edit: And yes, I have 20.0/20.0 in the scouting in all areas.

I see it as a bit realistic, as I highly doubt every player going into a draft is scouted.

I think they all get scouted to an extent in real life but I'd be fine with having much more variety in giving different levels of scouting to make the draft more unpredictable. Also having to make compromises instead of just "maxing out" scouting without any decision making.

Are you playing historical? For whatever reason players just don't get scouted for the draft there.

I kinda agree but when some of the top guys in the draft is not getting scouted, something is wrong.

No I play modern game but I have same problems in historical too.

Are prospects your top ranking for scouting? Because if not, that'll affect how much they're scouted.

The second thing I would ask is are they playing in non-top leagues? Like, is a high ranking prospect in Mestis rather than Liiga? If that's the case, you may need to put a few guys onto your Watch list if you're noticing a discrepancy there so your Scouts will go there to watch them.

Yeah they are in the top ranking. They play in european playable leagues (mostly russia and finland).
