Missing historical managers?

Playing historical league that began in 1969 and is now in January 1971. There are several staff from that time period that I've not been able to locate in the game.

For example,
Jim Frey (BAL coach)
Lefty Phillips (CAL manager)
Frank Lucchessi (PHI manager)
Paul Richards (ATL gm)
Gabe Paul (CLE gm)
Lee McPhail (NYY gm)
Jerry Donovan (SAF gm)

Attached is a screenshot listing ALL PERSONNEL, but Jim Frey is not among them. How does the game determine what historical staff are available in the game and what historical staff are not?

Is there a way for me to force the game to include Jim Frey, or other certain historical staff?

I've been able to locate retired players and turn them into coaches... by going to MLB History > Retired Players > (select the player) > Actions > Turn into coach.

And for most, can locate them thru MLB > Reports Info > Available Personnel

However, some do not show up. For example -
Jim Turner (NYY PC)
Irv Noren (OAK HC)
Bill Posedel (OAK PC)
Mel Wright (CHC PC)

These are all retired players that were real life MLB coaches. Does anyone know why? Or, have a theory on that?

I can play game with much enjoyment without them as coaches, but having them adds more realism to it (for me) and I like using the OOTP coach rating system.

Any suggestions on how I can get those retired players into the game? Or why I'm not finding them?

Any help is greatly appreciated.

This might be something for the bug report forum in the support area. If the players were imported as part of your league's history, then presumably they should show up as retired players unless they're still active somewhere in an organization or on the free agent list. Have you done a search for their names using OOTP's search bar?

If you just type their name in the search bar at the top of the screen, they should show as "Retired". Then click on them and, if commissioner, go to actions in the far right and turn them to coaches. But the search bar at the top is the best way to find even retired players.
