Making Templates in OOTP24

I like to build up my fictional leagues by successive levels of templates. To do this (as in OOTP17, my last use) I would enter notes into the popup screen for this purpose. However, in 24, this does not appear to exist.

Is there anyway to append notes for progress in OOTP24?

Notes are an option when you're creating a Quickstart and it puts a txt file in the quicksave folder.

Templates do not include notes and as far as I remember, never have.
