HOF voting feels broken

I would prefer if the year over year HOF voting seemed to follow a logical progression. It would be nice for players to generally gain votes and build support over their candidacy instead of just fluctuating around whatever percentage they started with.

Seeing a player go from 60% to 73% to 57% to 62% to 71% and never get in just feels wrong. It takes extremely unusual circumstances for a player to top 70% and not get inducted in the next year or two (basically Schilling requesting to be taken off the ballot or a Vizquel type discovery of misconduct), but in OOTP that happens all the time. It would be very surprising if Helton doesn't get elected next year, but in game he probably is about as likely to drop back below 50% as pick up the 3% to get inducted.

I left the HOF settings as packaged. Manual voting is enabled, but it both feels like a thumb on the scale and of little effective.

If this is a season that started with the current rosters in 2023, then manual voting or not, it's pretty messed up. Trout, Verlander, Kershaw and Scherzer are all 1st or 2nd ballot inductees based on what they have done IRL to this point and all of that should be represented in their HOF credentials in the game. 5-6 years for those pitchers and they still aren't in? That's insane.

Looking through, it seems like a new standard game might be clearing past leaderboards before you start the game. That's one of the big pieces in HOF voting, so you may want to regenerate the leaderboards if that's the case. You can find that in the Settings Page, Database Tab, Database Tools-> Regenerate Leaderboards, and I would expect after that your HOF results should improve.

I think we have some checks in place for fully retired players like Ichiro to ignore if they have no values in there, but if you have someone like Trout who plays a couple years past the start of a new game and starts generating some new leaderboard appearances, then that might fail. We can certainly look to improve some of the general logic and error handling.

Man, I with you! The numbers for almost all my players are up one year and down the next. Especially with it being up in the odd years and down in the even years. If a player hasn't made it in the ninth year he certainly won't make it the tenth as his percentage will drop (setting at 10 years on the ballot).
