No owner, minor league move

Hi,
My team has no owner. Show up as No Owner! at the owner section.
I manually expanded the league with Indianapolis and San Antonio.
Because these cities already have existing teams I moved them around to become MLB teams.
However, minor league teams don't have owners, and now this is stuck.
It also gives a problem to the Market size, fan loyalty and Fan interest. (I edited this).

I have searched around and couldn't find a more recent post. Before I move everything over to a new team, I would like to hear if there are new options available. Moving random owners form independ teams can't be done, because they cannot become a owner in the edit section. Can't hire an owner, even when they are available in the personel page.

EDIT:
I moved forward until opening day and suddenly Omari Ventus is my new tolerant owner.

If you are playing in Commissioner mode, you ought to be able to edit the team finance or personal page to create a new owner. I know this because I made my three sons, owner, GM, and field manager of an independent league team.

Can you still create custom owners as "free agents"? We used to be able to in prior OOTP versions, but in OOTP 24, I figured this feature was disabled. Normally new owners are only generated in cases like OP's, when the owner slot is vacant (because I retired/deleted the incumbent) and it does so if you leave the owner page and go back to it.

I wouldn’t know how to create a “free agent” owner candidate from scratch. However, if an owner gets relieved, I believe he would show up somewhere as an available owner?

By relieved, do you mean like he sells the team? The game "retires" him; I suppose you could unretire the owner at that point but I'm not sure whether the in-game logic knows that he's "available" to buy a different team.
