How do International Leagues work with historical leagues?

IE Start in 2018 and have the forbidden league in my game, does Roki Sasaki show up in 2020?

Is it a Standard game from OOTP17? The international leagues are only in the Standard current year games, no? The international leagues are not part of the Historical set-ups so not sure how you'd go back in time to 2018 and get to 2020 rosters that are real.
