Problems setting player development budget

hi there, I am having a problem for the first time in setting player development budget. this has never happened in any of the previous games but it is not letting me adjust the number even though I am in the preseason.
I am trying to increase it beyond $248,000 and every time I put in a new number it changes back to $248,000. There is plenty of budget money left but this keeps changing.
Does anyone have any ideas how to fix this?

I usually look at the full finance (accounting) screen but at a glance, you seem to be negative $681k on the budget. What do you mean by plenty of budget room left? Is the number it is reverting to equal to half the league average?

hmmm I am terrible at budgeting (maybe it's a good thing i'm not a real GM) but i think a $10,000,000 budget should have covered everything. What am I missing here?

here it is. We're in March 1981 right now so the season hasn't even started

Projected budget room, negative $681,000 (and change).

You can't raise your scouting and dev budgets above 1/2 the league baseline if you're over-budget.

Trim payroll, sell players for cash, or just deal with it for this season.

Huh I thought I could get around that by raising my budget. guess I couldn't.
