Not all available scouts showing at assign scouts

I have 27 scouts, but only 18 are showing when assign scouts popped up in the current month I'm in. Are the other 9 scouts still on assignment from the previous month?

If so, is there a place to go to see where are scouts are? I was thinking perhaps under the history tab for the scout but it's blank.

Were they assigned to scout playoffs? Those could extend across multiple months.

On the scouting screen, there's a Tournaments tab that shows you the current assignments.
