Salary Arbitrarion Question (Can't find anywhere)

The more service years a player acquires the more money they are projected and ultimately make in arbitration. However, is there a situation where a player's arbitration can decline?

For example; I have a player with 3 years service time. His ratings have regressed in the off-season to the point where he is not good enough to be on my 26 man roster, so I sent him down to AAA before the season started, to make room for a more deserving player and in hopes that this player regains his form. If this players spends the next year(s) in the minors and does not accrue any more service time, will his arbitration be the same as the year before, lower or higher? I know it might depend, but generally speaking, what would happen in this situation?

My salary page still has him projected to jump from his 6 mil salary to about 9.5 the next year,

I looked and looked and loooooked and couldnt find anything, Can anyone help me and offfer and additional information or answer to this question?

According to the MLB Glossary entry for Salary Arbitration, "A player's salary can indeed be reduced in arbitration -- with 20 percent being the maximum amount by which a salary can be cut." I do not know if this is programmed into OOTP though.

You should not be able to sign that player for less than $9 million. The projected salary is about right. Once you non-tender that player, you will be able to re-sign him for a lower salary.

Is the option to use non escalating arbitration still available? There is no documentation of this in the manual but I assume it means arb value is based on performance with no allowance for years of service. I don't use it so don't know for sure.
