Importing Negro League players into existing game

I'm new to ootp and would like to query whether i'm doing something wrong as the outcome I am expecting isn't quite what I hoped. I started a modern game with fictional players on fictional teams and my plan was to add veteran/current MLB players into the draft every season for the team to choose from. I also wanted to add Negro League players into the game and had been manually importing individual players into the draft pool from the historical minors database. However when I look at their ratings, for instance I imported 1924 Oscar Charleston, they seem to be a lot weaker then what I had anticipated. Am I doing anything wrong with the way I am importing the players or is the downgrade in the players ratings something that is part of the game?

This was a OOTP23 bug that I think never got resolved. I remember posting this:

That is disappointing, is there a way to turn a players statline into the attributes that contribute to their overall rating so i can manually edit the players to how I would like them to perform?
