How to improve international complex growth

Is there a way to improve international complex growth?

I have studs in the complex, but don't want to promote until their stats are higher.

There stats increase slowly. I've got a 5 star that is 19 years old, and has grown little in 3 years at the complex. I've got a better 17 year old now that I want to help grow.

In complex I think funding is important because there is no coaching or league performance.
