Scouting turned on with historical

I've always just played historical w/dev with scouting off, but I'm debating on whether or not to try a new historical save with the scouting on (and still with dev engine) just to try it out.

Does the CPU also play somewhat blind based on how good their scouting is in this case or do they still have access to see the true ratings? Does playing out a historical save with scouting work well or is it not as good because like if it's the 1984 draft upcoming, I know Bonds is Bonds or whatever (though with dev, down the line that could certainly change and I guess scouting would more come into play in that case)
