Are player ratings affected by their competition levels?
What do scouts see at, let's say Spokane (A+) vs Hartford (AA) even though the players performance is at a higher level at Hartford

The scouting ratings you see are relative to a specific league, but you can change that.

So, by default, you will be looking at a players' ratings in relation to MLB (or whatever your top league is). However, if you want to see how a player is rated in relation to the AA or A+ level there is a drop-down where you can adjust that.
