How do I get my manager to call hit and run plays?

I've been playing out games recently but with a very light touch. All I do is handle the substitutions and everything else is set to AI manager control. But my manager will not call hit and run plays.

I edited him to favor hit and run and did the feature were I asked him to set the team strategy. When that didn't work I went to some high contact and high avoid K players and bumped up their hit and run setting to about halfway between the center point and the often setting. I tried doing this with the over ride team strategy selection and with the adjust to team strategy selection. Nothing happens.

I wanted to use hit and run as an alternative to stealing so I had stealing set to never. I thought maybe that was messing things up so I set stealing to the lowest amount above never and got an occasional attempt. But still no hit and runs.

I have to ask, is the hit and run slider connected to anything?

Why do people use different players, different lineups, different strategy, development, talent change randomness, and the development lab, but judge the game on whether it produces historical statistics?

I saw one! (41 games into the season.) That works out to four a season being above average! LOL.
