Question Setting Roster Budgets

Moved from a different thread: I have a question about custom leagues. I started an import league, added teams from various other minor leagues. When I start the season (on July 1) I find the budgets so low I can't sign any players. The league salary cap is $40M



Budget: $110,000
Player Payroll: $0
Avail $ for FA: $110,00
Avail $ for extensions: $110,00
Team salary cap: $27,500,000
Salary cap space: $27,500,000


I don't understand what's happening here, how does this budget get set and how can I change it? Moving finance to assistant doesn't help.
