Question Importing from 23 to 25

I posed this question on Reddit(I know, what was I thinking) and was told by several people that the way to do it was to go to the OOTP website and download 24 which wouldn't cost me anything because it's just a promo and then import my 23 template/save into 24 and then buy 25 and import them from 24 into 25. When I told them that it didn't sound like it made much sense to me I was told to come here and I would see those instructions all over the place. Is that correct or is there an actual correct way to do it?

The import process does not require a game license. The purpose of this site is to allow users the ability to walk the game up to the current version.

I've been quite busy and today is my first chance to really sit down and dedicate time to getting up and running with OOTP 25 which is when I realized that the link you provided me is only for versions not purchased through Steam which is where I get OOTP from. Is there a different way to accomplish this through Steam?

You can just download OOTP 24 from there and use it for the import. There's no actual difference between the Steam and standalone games, so it won't cause any issues to import from one to the other.

I'm trying to upgrade a OOTP23 game to 24 and eventually to OOTP25. Linux-only machine, so I'm using Steam. But going into Steam it says OOTP24 is no longer available.

So... is there anyway to import my OOTP23 game without finding a Windows or Mac machine to install a stand-alone copy of OOTP24?
