Why is Multi-player Coach not setting Tactics?

I decided to try a coach in a multi-player game. However, I noticed that the tactics are defaulted to the first item on the menu meaning that coach is not setting tactics. Is this a problem in the game? The GM can't set the tactics as the button does not work since I hired a coach. The game is historical and started in 1942. Any insight would be helpful. If it can't be fixed, I am going to ask the Commish to cancel the coach situation. I thought the I would try the hire coach situation as experiment. I also noticed my line-ups did not get changed when it needed to. I had to as the assistant to set the lines. Once again, is this a problem with the coach handling things in a multi-player game?

The coach is setting them at gametime, but the choices they make won't show up on the tactics screen.
