Bug in OOTP24, minor league professional service limits

I am currently still playing OOTP 24 and I had a quick question about a bug I am currently experiencing. I have set professional service limits for the minor leauges (3 for rookie, 4 for A, and 5 for A+). However it seems that if a player with more than the limit started on my team, then they have ended up playing in for that A+ team. I have players with 6 years of professional experience playing on my A+ team currently. However, as a test, I moved a player up to double A and then tried to move them back down. It did not work, which makes sense. It also seems like the AI fixes their teams correctly so no one is playing in a league with more professional service requirements.

But does anyone know why this is happening and if I can fix it? Why can I, the player, have a player playing a in a league above the professional service limit. It is kinda ruining the immersion, as i am essentially cheating without meaning to.
