Can the salary cap be turned off?

Have not bought the game yet but I’m thinking the game will be more enjoyable and realistic with the cap turned off. Please tell me there is a setting to turn this off.

in the manager options screen click on commissioner mode then click the edit button under NHL and its in one of those screens.
