Development Lab -- any way to customize settings? (custom programs, > 20 slots, etc)

I have to admit I've gotten pretty addicted to the development lab in OOTP 25, and as the title says I'm really curious if there's some way I can go into the game's backend config files and do things like customize what programs are available (I would love to add more 3-4 week programs to play around with) or make it so I can exceed the maximum number (20) of players the game lets you have in the complex at once.

I know this is a longshot, but I'm still hoping someone might have some insight onto whether this is at all possible -- thanks so much in advance! ^^

No, there are no files you can edit for these BUT IF you have ideas of programs you think could be added, make a list of them, what they do, and maybe the devs will think they are good ideas and add them in.
