OOTP cannot write to the following folder

PLEASE DELETE - THIS BELONGS IN 2025 SO I REPOSTED IT THERE
So I updated the game with the latest patch and now when I load the game, I get Cannot write to the following folder.....please restart OOTP. If that doesn't work, please run as administrator or go to our tech support site.

I have tried all the fixes including the old threads from other versions but none of them work.

Note: When I run it as administrator it works. Also if I go to the directory and tell it to make the directory not read only, it works, but every time I log off the game, it reverts back to read only.

Edit- I am running Windows 11 and not through Steam.
