FHM 11 Assigning Scout to a Tournament

How do you assign a scout to a tournament? Tried different ways and nothing happens. Am I missing something?

I believe the process is to click on the check box next to the scout you want to assign to the tourney on the left and then click on the tourney on the listing on the right.

I tried that several times using different scouts. Tournament side just has assign scout, and nothing changes. Tried to drag and drop that did not work either.

Click the box by the scout's name on the left. Once it selected go over, click on where it says 'assign scout' and his name should fill in there.
