Can't select fixed national teams for tournament?

Normally there would be dropdowns to pick national teams, there is not. How do I fix this?

Have this issue too. Would love to take advantage of the qualifier feature added, so the last place team in the WBC and other non-qualifiers have a play-in but not being able to select different teams prevents that function.
