I tnink OOTP pulls those from the "advertising" folder, but I have no experience modifying the ktx files in that directory.

You can still use pre-ktx .webp mods and they will work. You can either delete the .ktx files you are replacing, or you can rename them so you can retain the originals too. What I do is add a "1-" to each file I'm replacing so they sort to the top of the file list in the folder.

I'm attaching a zip of the files I have in .webp format. I did not make these, nor do I know who did. If I did I would give them their props. Unzip and place in
ballpark>models>advertising

Also a screenshot of what my file looks like after adding in the mod and renaming the files. To make the process easy what I do is
first put the webp files in the folder and resort.
this will place the webp file next to the one you have to rename, making them easy to spot.
rename the ktx
you are done.

Of course backup your current "advertisement" folder before doing anything.
