Nobody Rebuilding?

I'm at the trade deadline (July 31) for my fictional league, and this is what the teams look like. Nobody is listed as rebuilding, even though one team is on pace for 101 losses. Is this a fluke or is something wrong/buggy?

Are you in the first year of your league? I think I noticed but now I’m in year 12 of my league and see several rebuilding teams listed.

If you go to the trade screen, it's the drop down that lets you choose which team you want to trade with.

The league is quite old but it's my second season in 26. Another concern, I just made it through an entire Trading Deadline without receiving a single trade offer (with two team needs listed, neither odd or extreme). Very odd.

As soon as I hit the postseason, a few teams reset to Rebuilding, so I assume whatever was weird has self-corrected for the new season.
