Coaches in historic leagues

Played 1970 season and I need to hire coaches. Every unemployed coach, manager, and bench coach is ranked either Poor or Inexperienced in every rating.

Is that a common thing?

Do coaches eventually get better?

I've looked through the mods to see if there is an import coaches mod and haven't seen it.

Has this happened to anyone?

I don't have this year's version, but in past versions their ratings will update if you win. I hired an Inexperienced guy, won a few World Series, and he eventually became LEGENDARY

Reputation improves/goes down based on team performance but not individual skill rankings don't move. If the Teach Hitting rating is Average it stays Average, if its Poor it stays Poor, its Legendary it stays Legendary.
