Development risk difference between OSA and Head Scout

I notice that when viewing the player ratings from OSA scouting and my Head Scout, there is quite a big discrepancy between the Development Risk of players. For example, many times OSA might have a player's development risk as 'Extreme' or 'Very High', but my head scout might have the same player's development risk as 'Low' or 'Medium'. I've noticed that even for young players and prospects, OSA will show a lot of high, very high, extreme, and the Head Scout will have the same prospects as very low or low.

Just wondering if this is intended or if it is related to the head scout's ratings or preference like favor tools, favor ability, etc.

I play historical/scouting off/dev on and it appears that dev risk is simply how far away from their potential, their actual ratings are? So with scouting on, maybe it is how that particular perceives the current actuals vs potentials in terms of proximity? Not sure.

I just took it as the difference between the scouts like any other rating. Like the difference between what FanGraphs says about a prospect’s ability to achieve his potential and a team’s own scouting department and in-house analytics think.

Again and again, with very young players I do see OSA saying "Extreme" vs my Scout, who says, "Medium" basically no matter what. These are the prospects that are 18yr old pitchers etc. Clearly, OSA is right. Now, my scout with a High/Very High view might be right about their potentials, but those are indeed Extreme risk development cases. I've been wondering if this is a bug too because it's so consistent.

With the new draft features, for some reason your scout will have very low accuracy for almost all draft prospects but the OSA will be medium. It begs the question of why do you have a scouting department when they are not as accurate as common public knowledge.

It can help with targeting certain players… for example if you’re at the top of the draft a little extra insight might help you make a better decision between a handful of similar looking guys, or give you a clue that the OSA might be overrating that 5 star power pitcher’s control by quite a bit, encouraging you to select the 5 star finesse pitcher that both the OSA and your scout believes has outstanding control and movement.

You can target 4 star guys to identify which guys will give you the most value at the end of the first round or three star guys to identify fourth through sixth round value.

Basically it’s a strategic tool to find value in certain situations rather than a blanket boost.

OSA is less accurate than your head scout no matter the accuracy.

Unless you just have a terrible scout in ratings.
