Offer Slot or draft picks?

I generally don't run my own clubs but thought it would be fun to be GM of an MLB expansion team (Its not lol). I don't really understand "slot" even after researching it. If I liked the draftee below would it be best to offer him slot, meet demands or just draft? Thanks!

Could be wrong but slot is basically the recommended value based on where you draft a prospect. Here his demand is way lower than the slot, so I would draft, meet demand, and see if he accepts that. Would free up money to sign other draftees that ask above slot value.

If you draft you will have to negotiate with him anyway, I prefer to meet demand if it’s lower, offer slot if their demand is higher, or if you want to offer another amount, draft and in the draft negotiation screen, send in your offer.

I'm guessing this draft position is normally $3 mil or more since recommended slot is at that level?? He either sucks or I'm getting a great deal.
