Where do the MLB player ratings come from?

Title says it. How are the ratings for MLB players determined? Is there some sort of database the game pulls from? Are they calculated based on stats, and therefore always behind actual real life production? Is it a guy in the corner pulling numbers from a hat? Where do they come from?

I thought they were based on ZiPS projections, but I'm not sure to what extent or how the translation might really work

They are based on projections. The older versions of OOTP used to have the translations on the editor page so you can see the stat and the number. They did change the rating scale last year so no idea what they are now and the translations no longer appear on the editor (at least in Challenge Mode).
