AI making FA moves - Do Not Disturb Option missing

I have an online league imported from OOTP 25. We have some suspicious signings that led me to search for possible solutions. While I found some threads with ai signing fa's when they are not listed under ai control, all of the solutions say to uncheck the do not disturb option on the manager screen.

However, not even our commish has that option on the manager screen.

I can see the option in a game I just created in 2026 but it is not on any of our screens in the league that was imported.

Anyone else experience this? Is there some game setting that overrides the option from appearing on the manager screen?
