Question about Free Agent Pools

I feel like there used to be a way to do this and I just forgot. I was messing around with a pro/reg idea. So I created 4 tiers simply to test, I have player creation set differently for each tier to give you a real difference between the tiers. Now what I would like is for each league to have it's own free agent pool. I know there is a way to do this. Anyone remember?

Under your financial settings, you can disable FAs leaving the league and/or allow FAs from other leagues to be signed.
