The Phoenix Protocol

A one-of-a-kind franchise draft that combines the tension of a fantasy draft with the mechanics of a Rule 5 Draft:

• Each GM secretly chooses how many players to protect (0–25) from their inherited 1939 roster.
  
• The fewer players you protect, the higher your chances of securing a top draft position in a straight draft.
  
• Teams tied on the number of protected players enter a lottery to determine seeding.
  
• The more players you leave unprotected, the more picks you’ll get — but the more rebuilding you face.
  
• Protect all your players and you receive zero draft picks, sticking with the roster history has given you.
  
• All unprotected players form a massive integrated draft pool featuring MLB and Negro League stars. Every decision shapes your club’s destiny from day one.
